A Plan for Barcombe
Yes, no, and yes again
BEGINNING IN 2015, much research and practical work went into the first iteration of a Neighbourhood Plan for Barcombe Parish. The process was guided by a retained professional planner and overseen by a volunteer Steering Group. But in 2018 work stopped and the Steering Group was disbanded.
The documents below detail the full extent of work carried out and the conclusions reached. To see the thinking behind the halt, please read first the final briefings produced by the Parish Council Chairman and the Steering Group Chairman. These summarise why the process was abandoned. 2022: The Plan reboots
Even before the failure of Lewes District Council’s Local Plan and the arrival of onerous housing targets from central government, the Parish Council decided to revive the NP concept. So in 2022, building in part on work already done, a largely new team restarted the substantial job of generating a Neighbourhood Plan.
Work has progressed steadily since then and continues. In 2024 the Neighbourhood Plan Committee (NPC) carried out a parish-wide survey, aimed at updating residents’ views on housing and related issues. The results, along with those of a similar exercise in 2015, are below.
Housing Survey 2015
Below are the questions and the results of a survey carried out by the Parish Council as the first step towards a Neighbourhood Plan. It aimed to reveal the perceived need for new housing, define types of homes people would like to see provided, and outline the locations where new dwellings should be built.

NP Survey 2024
The 2024 Survey had a wider remit than the 2015 version.
Its topics included Housing, Safety (including road Safety), Recreational Amenities, Environment, Additional Facilities, Barcombe in the Future, Car use, Train travel, Home Deliveries, and Renewable Energy.
